Simulators for improving Cross-Border Oil Spill Response in Extreme Conditions - SIMREC

 

Basic project information

SIMREC partner organisations have worked nationally and internationally in projects focusing into the Gulf of Finland environmental conditions and risks related to the maritime traffic. Past studies have given certain recommendations for the research community in Russian and Finland to focus into the current oil countermeasure preparedness of the area by creating novel type of training protocol with decision making support for the key actors. Further, past projects have given a good platform to take all baseline lessons learned to the practice, and thus boost the joint activities between the authorities.

Aims

The main aims are 1) to strengthen cooperation network between key authorities and research institutes to reduce risks related to increase maritime traffic and oil spills in extreme conditions; and 2) to produce new technical developing tools and procedures for cost-effective cross-border training and management.

Objectives

The main goals of the SIMREC project is to reduce environmental risks related to oil spills. This will be done by strengthen the cooperation and by creating a new simulator-based environment for training of oil spill accidents.

Concept and approach

SIMREC Project contains the following activities:

Activity 1: Traffic scenarios and risk control options

Activity 2: Technical Development for Connectivity of Maritime Simulators

Activity 3: Simulator based approaches for developing joint cross-the-border practices

Activity 4: Decision making and the need of decision support

Activity 5: Resilience of the pollution response preparedness in changing environment

Expected impacts

SIMREC results will focus on the required preparedness level against the maritime risks and risks for environmental pollution. Novel training environment will give the opportunity for authorities to train their experts in a cost saving way to meet the risks and to use selected countermeasures and results in virtual reality prior any accident or disaster. The result is an enhanced capability of the responders and the optimized use of the facilities and materials selected.

SIMREC’s first Working Group meeting (Kick Off) took place on Monday 14 October 2019 in St. Petersburg, Russia. The main focus of this meeting was to discuss on a detailed way on the project plan; aim of WP’s, role of the activity leader and partners in each WP, things-to-do and expected deliverables.
