Finnish Carbon Procurement Programme (Finnder)

Project Description

The Ministry of Trade and Industry has overall responsibility for the implementation of the Kyoto Protocol's flexible mechanisms to offset Finnish greenhouse gas emissions. SYKE was awarded the consultancy assignment for providing the support services for the acquisition of carbon credits through JI and CDM projects. Under the same contract, SYKE was also responsible for overseeing the implementation of CDM and JI projects under the CDM/JI Pilot Programme (2000-2006). Main tasks included proactive search for projects, negotiations for Emission Reductions Purchase Agreements, assisting project developers and contracting necessary external consultants for validations and annual verifications. The Finnish Carbon Procurement Programme (Finnder) was created at SYKE as a platform through which project developers can present their projects for consideration.

Services provided by SYKE

The Finnish Environment Institute (SYKE) as the main consultant of the Programme was in charge of:

  • Identifying new CDM/JI projects into the Finnish portfolio;
  • Preparing Operational Guidelines for project developers;
  • Assistance to the competent authorities in project cycle management;
  • Negotiating Emission Reductions Purchase Agreements and MoUs;
  • Baseline development;
  • Preparing Letters of Approval;
  • Overseeing validation/determination, registration, verification and certification of projects;
  • Monitoring, reporting and disseminating the gained experience.

SYKE also planned and carried out an international tendering procedure for CDM projects and validation services in co-operation with the Ministry for Foreign Affairs.
